Tempted to make your own smileys but not enough to shell out big bucks (or even small bucks) for a program you might only use a few times? Try Paint.net, which is free: www.getpaint.net/ Choose "open this program" rather than "save" to get it to install.
Once it's installed, there are basic instructions in "Help" and there's a tutorial site that tells you how to do more advanced things. If you look around the site, there's also plugins available, including one called Unfreez that lets you animate your smileys.
